An amendement to the School Act in 1844 stipulated that a teacher in an Acadian school who did not have certification from the School Board could still receive the annual stipend of 5 pounds if he attested that he was of good character and had taught at least twenty school children for one year. Joseph Bouchette, in The British Dominions in North America (Vol. Il, p. 178) gives an estimate of 4,000 around 1830. The historian, J.-Henri Blanchard, states that the Acadian population was estimated at approximately 9,000 in 1860 (Histoire des Acadiens de I'fle-du-Prince-Edouard, p. 59).
