     A By-law relating to the By-laws of the City 
     
     of Charlottetown. 
     
    
   
   
    
     BE it enacted by the City Council of the City 
     
    
   
   
    
     of Charlottetown, as follows : 
     
    
   
   
    
     I. Where the words following occur in this 
     
     or any By-law of the City of Charlottetown ggggg‘ggiw 
     
     (except By-laws for the issue of debentures or 3H"! 
     
     the creation of any debt passed at or subsequent 
     
     to the passing of this By-law) they shall be 
     
     construed in the manner hereinafter mentioned, 
     
     unless a contrary intention appears or the inter- 
     
     pretation which such provision would give to 
     
     any word, expression, or clause, is inconsistent ' 
     
    
   
   
    
     with the context of the By-Iaw in which it occurs. 
     
    
   
   
    
     (a) The word “ herein” used in any section “herein” 
     
     ofa By-law shall be construed to relate to the 
     
     whole By—law and not to that section only. 
     
    
   
   
    
     (6) The word “ shall ” shall be construed as "311.11" and 
     
     imperative ; and the word “ may ” as permissive. “my" 
     
    
   
   
    
     (c) The word “ month” shall mean a calendar :mont’lvz" 
     
     month ; and the word “ year ” a calendar year. w" 
     
    
   
   
    
     d) The words ” the City ” shall mean “ the "CW" 
     
     City of Charlottetown.” 
     
    
   
   
    
     (e) The words “ the Corporation ” shall mean “Corporation" 
     
     “ the Municipal Corporation of the City of 
     
     Charlottetown.”
