38. While any question is under discussion, Cunomem. if not more than five Councillors be present, be" any member may- require a call of the Council to be made. In such caSe the ‘question shall not be taken or further debated until the absent members have been sent for ; at the end of one hour, however. the delay shall cease, and the Council may then proceed with the question which has been so suspended. If the Council think fit, any other business may go on in the interval.

39. While the Minutes of the preceding
