He shall occas— sionally inspect the different Fire Companies, and report their condition and requirements to the Board, and, in general, maintain a careful oversight over all matters connected with the Fire. Department. In the absence of the Chief, the next highest in rank of the Engineers shall be invested with full powers as Chief Engineer for the time being.

4. The Board of Engineers shall determine their own rank; appoint their own secretary and other officers ; make by-laws for their own government, and adopt such rules and regula- tions for the Department generally, as they may dex-m fit. They shall have the appointment and control of all officers and men belonging to the fire companies. They shall have the superin- tendence and control of all fire engines, engine houses, fire apparatus. water tanks, hydrants, and every article necessary for the extinguish- ment of fires belonging to the City. They shall have full power over all residents 1n Char- lottetown during a fire, and over all persons present at fires.

5. At any fire 1n the City it shall be the duty” Of the Engineers to repair promptly to the place of such fire provided with their badges or staves, and proceed. under the directions of the Chief, to arrange the engines and fire apparatus ; to require or compel 'the assistance of persons present—and not otherwise emplm ed by them— in forming lines conveying water pumping or assisting at the engines, or 1n any other way that may be required for subduing the fire, or for the preservation of property.
