To see. that the membars of the fire companies and others employed at the fire are properly protected in the discharge of their duties. To arrest, or order the arrest ' of, or prosecute all persons who shall refuse to obey their orders (when not otherwise exempt), or who shall obstruct or interfere with any mem- ber of the Fire Department, or any person acting under their orders. In order to prevent the spreading of any ‘33:“ mm. fire, if it shall be deemed necessary by three or more of the Engineers, of whom the Chief En- gineer, if present, shall be one, to pull down or demolish any building not actually on fire, it shall be lawful to do so. The owner or owners _ of such building shall obtain compensation from $033333th the city by making good his, her, or their claim before the Board of Engineers, who if they are satisfied that the house or houses have been pulled down by competent authority. shall cause a valuation of the premises so destroyed to be made by two competent assessors—one to be chosen by the Board, the other by the appli— cant—and if these do not agree. they shall choose an umpire, the decision of any two of whom shall be final. The Board shall transmit such decision to the City Council, and the amOunt of compensation so awarded (if any), the City Council shall cause to be paid to the parties entitled to receive the same; provided that whatsoever sum of money may be recovered under any policy of insurance effected upon any house or houses so destroyed, as aforesaid, shall be previously deducted from the sum so awarded and directed to be paid.
