[25] 12. On the breaking out of a fire, all the male inhabitants of the City within the age of fifteen and sixty years, shall hold themselves responsible to the extent of their ability, to render if called upon by the Fire Department every assistance in their power to extinguish the fire They shall obey all orders of the Engineers in forming lines, rendering assistance where required; conveying property from the fire, or in any other possible way that the urgency of the case may demand. They shall also render all necessary assistance when called upon to keep order or suppress tumult while at the fire. or in going to or returning therefrom ; and any person contravening this regulation shall be subject to the penalties of this By-law. 13. Any chimneys taking fire shall render the occupant liable to the penalties of this By-law, except proof is given that the chimney has been swept within twelve months previous to the fire. No person shall keep, or permit to be kept, in any apartment in which a fire may be occasionally used, or through which a flue may pass, any hay, straw or flax, except as mattresses, nor have any hay, straw, or flax in an exposed position in any yard or open place ; nor keep in any stable 'or building exceeding five tons of hay or straw (except in bales) at any one time ; nor allow at any time, in any factory, workshop or building, any large quantity of chips or shavings ; nor keep ashes on a wooden floor or in a wooden vessel in any house or out-house. Every violation of this section shall render the person guilty thereof liable to the penalties of this By-law. 14.
