Any person who being on any square, Abusive ml street, lane, thoroughfare. sidewalk, or any {333:8 wharf, shall openly challenge any person to fight, or shall use abusive or provoking langu- age, may be forthwith taken into custody by any of the city authorities, by day or by night, and be subject to the penalties of this By—law. 5.
