outwardly on any street or sidewalk. so as to be an obstruction. and any person permitting their gates so to open, shall be subject to the penalties of this By_law.

22. No person shall ride or drive any Velo— cipede, Tricycle, Bicycle or other vehicle on any sidewalk or on any pitiblic square; or on any wharf in the city; and no person shall within the said city ride or drive any of the aforemen— tioned vehicles at a fast or immoderate speed, and every person riding or driving any such‘ vehicle along any street or wharf shall slacken his speed on approaching any crossing for foot- passengers, upon which any person may be crossing such street. The police constables are hereby authorized to arrest and take into custody any person offending against the pro- vision of this section and cause him to be prosecuted for such offence.

23. Any person or persons guilty of an in» fraction of any of the provisions of this By—law shall, upon conviction in the City Police Court of the Stipendiary Magistrate, on the oath or affirmation of any credible witness, forfeit and pay, at the discretion of the said Magistrate, a penalty not exceeding the sum of thirty dollars for each offence, exclusive of costs; and“ in default of payment thereof forthwith it shall and may be lawful for the said Magistrate to com- mit the offender 0r ofenders to the common jail of the said city for any period not exceeding thirty days, unless the said penalty and costs be sooner paid. -
