     (6.) And shall, previously to any such sale 
     
     as aforesaid, prepare a list of tolls to be taken 
     
     by the Clerk of the Market from persons 
     
     exhibiting articles for sale; and shall also, 
     
     previously to granting any such license or 
     
     permission to sell, by auction or otherwise, Licenses 
     
     goods or chattels, wares or merchandise, prepare 
     
     a list or table of rates to be paid by persons 
     
     having license or permission to sell by auction 
     
     or otherwise within the said Market Place; 
     
     and shall also prescribe the conditions on whic 
     
     stalls, seats, or standings shall be let or as- 
     
     signed, and shall draw up rules and regulations 
     
     for the good government and sanitary condition 
     
     of the said Market Place, and prescribe the 
     
     penalties to be taken for the infraction of such 
     
     rules and regulations, and make a report of the 
     
     same to the City Council for its approval ; and 
     
     when so approved such rules and regulations, 
     
     lists of tolls, rates and penalties, shall be printed 
     
     in handbills, in large and legible type, and shall 
     
     be affixed in the most conspicious places 1n the 
     
     said Market Building, and shall be from time to Handbmg 
     
     time renewed as often as may be necessary.

     6. The said Committee may, with the

     time when such alterations shall take place—a 
     
     list of which alterations shall, at least three 
     
     consecutive market days before they be put in
