anywhere within the limits of the said Market at and for such rates as the said Market Com- mittee may fix by rules and regulations hereafter to be made, or according to the rules and regulations now existing, and for the sale of such articles as are named-in such rules and regulations, to be by him accounted for to the City Clerk ; and the payment of such license fee shall exempt the holder of said license from the payment of tolls for such articles as are men- tioned in the said license during the time the same remains in force.
