house or building with a proper and sufficient privy or privies, and of the number and capacity proportionate to the number of inhabitants of such dwelling-house or building or of those having occasion to use such privy; and every such owner or other person as aforesaid who shall refuse or neglect so to do, shall be subject to the penalties of this By-law; and the said Board of Health are hereby empowered to'cause such privy or privies to be erected at the expense of such owner or other person as aforesaid.
8. The number of’privies required for any dwelling house or building, with which a privy ought to be connected, shall in all cases, be. at the discretion of the Board of Health ; and any owner, after having received written notice from said Board of Health, requiring him, within a reasonable time, to erect a suitable privy or

privies on his premises, who shall refuse or_
neglect to obey such order, shall be liable to the penalties of this By-law.
9. The occupier or owner of reach privy, drawer or box, shall cause the same to be thoroughly emptied and cleansed at least once in every month, at his own expense, and shall at all times, keep the same in a clean and wholesome state and condition, provided that
all persons who empty or cleanse privies, privy--
drawers or boxes, must do so between the hours of ten o'clock at night and six o’clock the following morning; and every person offending against either of the provisions of this section, shall be subject to the penalties of this By-law.
