     Provided always, that it shall be lawful at all Lease or 
     
     times, for the said City Council to let the said "mm 
     
     wharves, or either of them, to such person or 
     
     persons, and for such rent as they shall deem 
     
     proper, for any term not exceeding ten years, 
     
     with full power to make such conditions, 
     
     stipulations and agreements, with respect to the 
     
     payment of the rent, the collecting of the 
     
     wharfage and charges herein before specified, as 
     
     to the manner of using of, and the repairing of, 
     
     or adding to or improving the said wharves, or 
     
     either of them, as the said Council shall deem 
     
     advisable. 
     
    
   
   
    
     19. The person or persons leasing the said Security“, be 
     
     wharves, or either of them, shall give sufficient “i““by‘e‘s‘” 
     
     security, to the satisfaction of the said City 
     
     Council, for the due payment of the rent, and 
     
     for the performance of the covenants and 
     
     conditions contained in the lease or leases of said 
     
     wharf or wharves. 
     
    
   
   
    
     so. The rents arising from the wharves, or 
     
     either of them, so leased as aforesaid, shall form 
     
     part of the feneral revenue of the city.
