     A By«laW to provide for the Granting of Licenses 
     
     to certain Persons not being Residents of 
     
     the City of Charlottetown. 
     
    
   
   
    
     BE,it enacted by the City Council of the City 
     
    
   
   
    
     of Charlottetown, as follows :— 
     
    
   
   
    
     1. No person not being a resident of the 
     
     City of Charlottetown shall practice the pro- 
     
     fession of Medicine, Surgery, or any art ‘of 
     
     healing within the said city Whether for reward 
     
     or not, or in connection with the sale of any 
     
     medicine, or medicinal, or scientific, or other 
     
     preparation (except legally qualified Physicians, 
     
     Surgeons and Practitioners who shall come 
     
     under engagement to consult on any special 
     
     case) without or until he (or she) shall first take 
     
     out a license therefor from the said city and 
     
     pay a license fee often dollars per week 
     
    
   
   
    
     2. No person not being a resident of the 
     
     said city shall sell or offer for sale any patent, 
     
     proprietory or other medicines (so called, on any 
     
     street, highway, alley or public square within 
     
     the said City of Charlottetown, without or until 
     
     he (or she) shall first take out a license therefor 
     
     from the said city and shall pay a license fee of 
     
     ten dollars per week. 
     
    
   
   
    
     3. No hawker or petty Chapman, or other 
     
     person not being a resident of the Province of 
     
     Prince Edward Island. including persons who 
     
     being agents for or representatives of persons 
     
     or of any firm or corporation non—resident, or
