[133] whose head office is not within the Province, shall sell or offer for sale to any except the trade, or solicit orders for any kind of printing, printed forms, book-binding, blank books or stationery without or until he (or she) shall first take out a license therefor from the said city, and shall pay a license fee of fifty dollars. 4. No transient trader or other person who occupies premises within the said city for a temporary period, and whose name has not been duly entered on‘the Assessment Roll of the said City of Charlottetown in respect of personal property for the then current year, shall offer goods or merchandise of any description for sale by auction or in any other manner conducted by himself or by a licensed auctioneer, or other- wise, within the limits of said city, without or until he shall first take out a license from the said city, and pay a fee of three hundred dollars for that purpose: Provided always that this section shall not affect or apply to. or restrict the sale of the stock of an insolvent estate which is being sold or disposed of within the said city where the insolvent carried on business there- with at the time of the execution of an assign- ment. 5. No person not being a resident or rate paye1 of the said city shall within the said city publicly sell ginger ale, ginger beer or any aerated waters in or from any vehicle without or until he shall first obtain a license therefor, and paya alicense fee of three dollars per annum. 6.
