L 141] CAP. XXXII. A By-law to Regulate the Running of Automo- biles and Motor Vehicles within Charlotte- town and Common, including Victoria. Park and Roadway. BE‘ it enacted by the City Council 'of the City of Charlottetown, as follows '—~ I. Every automobile or motor vehicle, shall Alum be equipped with an alarm bell, gong or horn, 3°“ and the same shall be sounded whenever it shall be reasonably necessary to notify pedestrians or others of the approach of any such vehicle, and all such vehicles shall carry in the front thereof a lighted lamp in a conspicuous position in such vehicles whenever in motion in any street or highway, at any time after dusk and before dawn. 2. No automobile or motor vehicle shall be mucus... run upon any public highway or street within the City of Charlottetown or Common thereof, or upon Victoria Park or Roadway at a greater rate of speed than eight miles an hour. 3. Notwithstanding the provisions of section two thereof, if any person drives an automobile mg:- or motor vehicle on a public street or highway, recklessly, or negligently, or at a speed, or in a manner which is dangerous to the public, having regard to all the circumstances of the case, including the nature, condition and use of the highway and to the amount of traffic which actually IS at the time, or which might reasonably be expected to be on the highway, that person
