15. There shall be paid by each person so nomi- nated for Mayor at the same time, a fee of ten dollars, and for each person nominated as Councillor a fee of five dollars, which sum shall go towards defraying the costs of the Election.
16. No person shall be ~qualified either for the office of Mayor or Councillor unless such nomination be made in the manner and at the time aforesaid.
17. The time appointed for the nomination of candidates shall be from, the hour of twelve o’clock, at noon, until the hour of four o’clock in the after- noon of the day fixed for that purpose. And should there be only one person nominated for Mayor, or only one person nominated as Councillor for either of the Wards One, Two, or Three, or only two persons nominated as Councillors for Ward Four, or only three persons nominated as Councillors for Ward Five. then no poll shall be opened or held for the election of such person or persons, but the person or persons so duly nominated for Mayor or Councillor, 0r Councillors, as the case may be, shall be deemed duly elected for the office of Mayor or Councillor, as the case may be, without further or other proclamation or return.
18. ‘All elections shall be by open voting in public and shall be held at convenient places in the several wards of the said City, and shall respectively be held by and before such fit and proper persons as may be appointed by the Mayor of the said City for the time being, or in case of vacancy in the office of Mayor, by the Councillors of the said City as Returning Officers at such elections.
19. At all elections of a Mayor and Councillors or Councillor the Poll shall be open at nine o’clock in the forenoon and shall continue open until five o’clock in the afternoon of the same day.
