It shall be lawful for the said Council of the said City. from time to time, as occasion may require, to appoint a fit and proper person, not being a member of the Council, to be Clerk of the said City ; also, to appoint a City Marshal, and as many Constables as the City Council may deem necessary, and which said City Marshal and Constables respectively, shall be duly sworn before the Mayor or Stipendiary Magistrate to the due execution of the duties of their office, and have all the power and authority vested by law in any Constable of the County of Queen’s County, one or more fit person or persons, not being of the Council, to be Clerk or Clerks of the Markets of the said City, wharfinger or wharfingers of the said City wharfs, and one Surveyor of Highways, Streets, or Bridges; and one or more Collector of rates for said City; and one or more Pound-keeper or Pound- keepers for said City; and such other officers as they may think necessary to enable them to carry into execution the powers vested in them by this Act, and to prescribe and regulate the duties of all such oflicers respectively, and at their pleasure to remove any such oflicer and appoint another in his place; and the said Council shall take such security for the due execution of the offices of City Clerk or other officer, as they shall think proper. 33. The City Clerk of the City of Charlotte- town may receive all rates, taxes and assessments, which shall be levied and imposed upon, or payable by any of the inhabitants of the said City, or bther persons, and shall daily deposit the same in such Bank as shall be directed by the City Council. . 34. The City Council shall direct from time to time, at what Bank in Charlottetown the moneys received for taxes and other sources of revenue shall be paid, and all moneys shall be paid to the Bank aforesaid.
