Bank, on account of the City, shall make and deliver to the City Clerk a full and particular statement of all moneys so paid immediately after paying the same.
35 The Cashier of the Bank where the CityM 11 Account 18 kept, shall not pay any moneys deposited drgwd'frgnvi in said Bank to the credit of the said City, otherwise Ba ”k than upon an order 1n writing from the City Council signed by the Mayor and counter-signed by the City Clerk
36 The City Clerk shall be the General t Accountant for the City, and shall receive and pre Gigi?“ serve in his oflice all City accounts and books, and all vouchers, documents, and papers relating to the accounts and contracts of the City, its revenue, debt and fiscal affairs, and he shall annually prepare a full and accurate report of the financial condition of the City, and also, Whenever required, shall furnish the Mayor or any committee of the Council, with ab- stracts from any books, accounts, records, vouchers or documents in his office, or any information in re- lation to anything pertaining to his office, or to the revenue of the City, and he shall, at all times, permit the Mayor or any member of the City Council to ex- amine any books, papers or documents in his office, and the books containing the said accounts, with all vouchers and papers relating thereto, shall, in the first week in every month, be submitted to the Audi- tors of the City, whose duty it shall be to audit the same.
37. The City Council shall appoint a Recorder for the said City, being a Barrister of at least three I? 32523;“ years’ standing, whose duty it shall be to afford legal advice and assistance to the Mayor and Council of the City in the performance of their respective oflices, and take the charge and management of all legal
