COLLECTION OF TAXES.

be levied upon real estate and upon income and person- al property, or upon either or both income and personal property as the City Council shall determine to tax

in that year.

86. No By-law or By-laws specifying such rate gaggpggsgfis; of assessment shall be passed except at a regular page-19mm meeting of the Council or an adjournment thereof, or

at a meeting specially called for that purpose or at its adjournment, nor unless three fourths of the Whole, number of City Councillors shall be present and a majority of those present vote in favor of such by-

law or by-laws.

87. After the City Council have specified the
