107.‘ In case of any emergency, it shall be law- ful for the Mayor, or the presiding Councillor in the onrfi'gfliscaw absence of the Mayor, to call a meeting of the City absence Council, at such time as he may direct, without giving

three days’ notice as prescribed in the above Section.

108. The minutes of the proceedings of all . meetings to be held as aforesaid, shall be drawn up $3,?ng °f and fairly entered in a book to be kept for that pur- pose, and shall be signed by the Mayor or Councillor presiding at such meetings ; and the said minutes shall be open to the inspection of all persons qualified to vote at the election of Councillors, and the said meet-

109. -The said City Council shall have the exclu- sive power to open, lay out, grade, regulate, repair, gftgggggcfl amend, and clean the streets and alleys of the said City, and of putting drains and sewers therein,and to prevent the encumbering of the same in any manner, and to protect the same from encroachment and injury by such bye-laws and ordinances as they may from time to time pass; and for making, levelling, grading, flagging, paving, macadamizing, raising, repairing, lighting, watching, planting and cleaning any of the said streets, squares, lanes, walks, sidewalks, crossings, roads, bridges, wharfs. docks, slips, sewers and shore now laid out and erected, or being or hereafter to be laid out and erected. within the limits of the City; and for that purpose shall have power to temporarily close any such street, lane or sidewalk, and to regu- late or prevent the incumbering, injuring or fouling ' of the same by any animals, vehicles, vessels, craft, lumber, buildings, or other materials or things, or in any way whatsoever to regulate the breaking of the roads and streets of the said City in the winter, and to require the owners of horses, sleds and other teams to assist thereat, for directing and requiring the
