removal at any time of any door-steps, porches, rail- ing, signs or other erections, projections or obstruc- tions whatsoever, which may project into or over any sidewalk, public street, square or road, at the expense
.of the proprietors or occupants of the real property
in or near which such projections 01‘ obstructions may be found; for assessing the proprietors of any real property immediately benefitted by such improve- ments for such sum or sums as may at any time be necessary to defray the expense of making or repair- ing any common seWer, drain, flagging, posts or pave- ments of stone, deal or plank, in any public street, square or‘place; and for regulating the time and manner in which such assessment shall .be collected and paid: Provided that nothing herein contained shall be constructed to extend to authorize the open- ing of any roads and highways through the private property of any person or persons without complying with the provisions of any Act or Acts then in force, providing for the awarding of damages to any person or persons who may be injured thereby.
110. N0 proprietor, possessor, occupant, agent or other person owning or having in charge any land within the City or the common thereof. shall open or lay out any new street or road over or on the property so owned, possessed, occupied ,or had in charge of a less width than forty feet.
111. It shall be lawful for the said Council to appoint from and out of the members composing such Council, such and so many committees, consist- ing of such number of persons as they may think fit, for the better transaction of the business before such Council, and for the discharge of such duties within the scope of their powers as may by the said Council - be prescribed; but subject in all things to the approval, authority and control of the said Council.
112. It shall be lawful for the said Council of the said City, at a meeting or meetings
