or occupation, or carry on or engage in any professional or mercantile or other business or employment (excepting commercial travellers) in the said City of Charlottetown, and to impose by such By— —laws, such fines and such imprisonments with or without hard labor as the Council may deem proper for enforcing the same.
The term “ Commercial Traveller," mentioned in the preceding sub-section, shall be construed to mean a person who offers for sale, sells or takes orders for any kind or description of goods, wares or merchandise either by sample or other wise to or from any person, firm or incorporated company when such person, firm or incorporated company buys 0r gKIes orders for such goods, wares or merchandise with the intention of selling the same again to some other person or

(19) It is hereby enacted that the City Council of Charlottetown shall have power to pass By-laws, imposing a tax on contractors resident outside this Province doing business within the City of Charlottetown.
113. The said City Council, after the accounts of the said City and Corporation shall be checked, audited, discussed and approved by the said Council, shall cause the same to be published 1n detail countersigne'd by the Mayor and City Clerk 1n such way and manner as sh appear the best adapted to make generally known the said accounts.
