penalties shall be recovered before the Police Court of the City, and imprisonment may be imposed for non—payment thereof, for such term, not exceeding thirty days, as the City Council shall by By—law direct.

BOR ROWING POWER.

124. The City Council shall have power to

borrow for the purpose of improving the streets gggggtgges

Council may be deemed necessary for, or con- 33:55:33“ ducive to the good government and improve- ment of the City, to an amount: which inclusive of Debentures previously issued by the said Council except as hereinafter contained, shall not exceed five—times the amount actually col- lected of the year’s assessment immediately preceding the borrowing of such money, and the issuing of such Debentures, and so that at no one time shall more Debentures be issued or afloat to and for theselpurposes than five times the amount of the year's assessment actually collected preceding the issue of Debentures, and in security for the payment of the money so borrowed, or any part or portion of the same, shall and they are hereby authorized and em- powered to issue Debentures, under the hands of the Mayor and any two members of the said Council, countersigned by the City Clerk and sealed with the seal of the said City, and be made payable to the company, firm, bank, cor- poration, or any person or persons from whom such money or any part thereof shall be bor- rowed, or to the successors, endorsees or assigns of any such company, firm, bank, corporation, or of any other person or persons so lending the
