and 49 Vic., Cap. .8 ; 50 Vic., Cap. 8, and the c Acts in amendment thereof; 60 Vie, Cap. 9; 61 Vic., Cap. 12, and Acts in amendment thereof; 2 Edward VII., Cap. 17, shall not be included in the debentures previously issued in calculating the said limit to the borrowing power of said City, and the same are hereby severally confirmed in terms of the said several Statutes authorizing their issue as being special deben— tures in excess of such limits, and not to be construed as limiting or affecting the borrowing power of said City.
CRIMINAL COURT OF THE CITY.
127. The Lieutenant Governor in Council shall .appoint a fit and competent person to act 9&3?ka as Stipendiary Magistrate for the C1ty of Char- lottetown, to hold office during pleasure, who shall daily, Sundays and holidays excepted, for such time as may be requisite, hold a Police Court for the City, and therein hear and deter- mine every criminal offence and prosecution cognizable before a Justice of the Peace, and shall have full power to do alone whatever is authorized in any Statute in force in this Powers Province relating to matters within the legisla- tive authority of the Legislature of this Province, to be done by two or more Justices of the Peace, and shall try and determine all prosecutions for offences against the By-laws of the City, and such Stipendiary Magistrate shall, ex-oflicz'o, be a Justice of the Peace for the whole of this Province.
128. The fees to be taken by the said Court Comma, for all business done therein, shall be the same as those now taken or charged by Justices of the
