Justices of the Peace for Queen's County shall not, within the City, hold or exercise any powers hereby conferred on the said Stipendiary Magistrate, but may still exercise therein any special authority not so transferred. 129. The administration of the Police within the City of Charlottetown shall be vested in the Magistrate so appointed, and he shall have the control and management of the Police of said City, and shall prescribe and regulate their duties and may, from time to time dismiss or remove any marshal or policeman, n‘ow or hereafter to be appointed, {but the power of appointing both marshal and policeman shall remain as at present,) and the said Magistrate lS authorized to appoint with the consent of the Mayor, special constables, and extra constables for the City. 130. The said Stipendiary Magistrate shall appoint a Clerk for his said Court, and from time to time may dismiss such clerk and appoint a successor who shall issue sign and seal all writs and summonses issued from his said Court, and file the same; and he shall keep proper‘ books, in which shall be entered everything done in said Court 1n any cause entered therein; and copies ofany Judgment certified by the said Magistrate shall be evidence of such Judgment in all Courts in this Island ; and such clerks shall keep all accounts as the Stipendiary Magistrate may require. 131. On the last Tuesday of every month the said Clerk shall account for and pay into the hands of the City Clerk all fines or fees collected
