arrested to the Station House by reason of persons standingabout or around such offender or offenders, or jostling the said Police Con- stables for the purpose of shielding any person or persons from arrest, or of rescuing any person or persons so arrested by said Police Constables, to compel the assistance of any person or per- sons in the discharge of their duties as such Police Constables, and any such person or persons refusing to assist any Police Constable when called upon for that purpose shall on conviction thereof before the said Magistrate, be liable to incur a penalty not exceeding twenty dollars, and in default of payment thereof shall be liable to imprisonment for a term not exceeding fourteen days.

137. The demand or call of any Police Con— stable to any such person or persons shall be a sufficient warrant and authority to such person or persons to assist such Police Constable, and that such Police Constable is acting in discharge of his duties.

CITY COURT.

138. There shall be in said City a Court of Record to be called “The City Court,” over which Court one Judge shall preside.

139. The said City Court shall so far as the same shall be applicable thereto, and so far as regards persons, both debtors and creditors, residing or doing business within the said City and boundaries thereof, be vested with the same jurisdiction, powers and authorities up to but not beyond the sum of eighty dollars, as the
