“ Seven days " to include nomination day
Election of Tenth February 1903 declared valid.
2. So soon as the P011 Books for said Ward shall have been returned to the Clerk of the City, the said Clerk shall add up the total number of votes cast for each candidate for Mayor and Councillors and Commissioner of Sewers and Water Supply, respectively, and shall declare the’ candidate for Mayor having the-greatest number of votes duly elected, and the three candidates at a General Election, or the one or more candidate or candidates at a by-election for Councillor and Water Commis— sioners, respectively, having the greatest number of votes, elected, and in the case of an equality of votes for Mayor or C0uncillor, or Commis- sioners of Sewers and Water Supply whether otherwise qualified or not, shall give a casting vote for one or other of the persons having such an equality of votes, in order to give a majority to one of them and determine the election.‘
3. The words “Seven days before," con— tained in Section Fourteen of the said Act, shall mean and be construed to mean seven days inclusive of the day fixed for nomination.
4. In order to set at rest any possible doubts which may exist as to the regularity of the election for the Mayor and Councillors and Commissioners of Sewers and Water Supply for the said City of Charlottetown, held on the Tenth day of February last, or of any Councillor elected at any by-election held. since then, the nomination and election of the Mayor and Councillors and Commissioners of Sewers and Water Supply are hereby declared to have been valid and regular in every respect and are hereby confirmed, and the validity or regularity of such nominations and election, or any of
