ing and adding to any electric light or gas works, and , to rent or purchase such lands, works, privileges and yards, as in its opinion may be necessary to enable it to carry out the purposes Of this [\th.

3. The City may operate such works and manufacture electric light or gas for the purposes aforesaid, and may make contracts for coal, petroleum, electrical appliances and any material necessary for such production and manufacture.

4. The City may break up._ dig and trench so much and so many of the public streets as are necessary for the erection of poles, and for laying pipes, mains and other appliances, for conducting electric light wires or gas from the works to the consumers thereof, or for removing, taking up, altering and renewing all such poles, pipes or appliances as to the City may seem expedient so to do.

5. [fin any case it should seem more con— venient for the City to place its poles or posts, or lay its pipes under or thr0ugh private pro- perty instead of under and through public streets, the City" is hereby authorized and em- powered to cut and dig up if necessary, and to erect and lay down its poles or posts, mains and pipes through, under or upon lands and prem- ises of any person or persons, corporation or corporations, which may be situated between the works of the City and the property of consumers of such electric light or gas, making in such cases compensation for any injury thereby done, and restoring all of such lands so far as may be to
