sor or owner of the premises wherein the same may be, or in any way whatsoever liable to any person for a debt of the person to or for whose use, or for the use of whose house or building any of the said appliances may be applied by the city. notwithstanding the actual or apparent possession thereof by such person. 2

12. All officials and other persons employed. by the city in the construction. enlarging, opera- ggigfiiggat tion or management of said Electric Light and gliggweof' Gasgv’orks, or in the collection of gas rates and rent , shall. hold their offices at the pleasure of the city,‘ or as the Council shall determine by by—law or resolution in that behalf, and shall ’give such security as the city shall from time to time requ1re. -

13. If any person or persons shall connect any wire, lay, or cause to be laid, any pipe or e'nalmor main to connect or communicate with any wire, ““1“”“1 “3" pipe, or main of the,City Electric Light or Gas Works, or in any way obtain or use any electric light, power or gas therefrom, without the ‘consent of the city, he or they shall forfeit and pay to the city for electric light or gas works’ purposes, the sum of Fifty dollars in addition to the estimated value of said electric light, power or gas so obtained, and in addition also the sum of Five dollars per day for each day during which such' communications remain, together with costs of suit in that behalf may be recovered by civil action in any court of law in the province having jurisdiction. In all cases where a vacant space intervenes between the line of the street and the wall of the building into which gas is to be taken, the city may lay the service pipes across such vacant space and
