for said electric light or gas works, if the same shall cease to be required or which the city shall deem unnecessary therefor, either for cash or credit or partly cash, and partly credit with power to take a mortgage or mortgages to secure payment of the purchase money. The proceeds arising from any such sale to be added to and. form part of the funds for the construc- tion of electric light or gas works and the same\ shall be extended and paid out in like manner as the proceeds of electric light and gas works' debentures under the provisions of this Act.

19. The city shall have full, entire and exclusive possession, control and managementfili’ifigilizi-D of all lands and electric light and gas works, wires, “i°"’ em‘ pipes, appliances, and all things appertaining thereto, and shall and may prosecute and defend any action or actions, suit or suits or process at law or in equity against any person or persons or corporations for money due for the use of electric light, power or gas, for the breach of any contract expressed or implied touching the execution or management of the works or the supply or'distribution of electric light, power or gas, or of any promise or contract made to or N, with the city, and also for injury, damage, trespass, nuisance or other wrongful act done, committed or suffered to the said lands, works, pipes, wires or appliances, or other things of any kind, or any apparatus belonging to or connected. with any part of the said Electric Light or Gas Works, or for any improper use or waste of
