VI EDWARD VII. 1906 by-laws as to them shall appear necessary regu- lating the running of automobiles in the City and Common of Charlottetown. and within the limits of Victoria Park and the Park Roadway. and to limit the rate of speed at which they may be run and to make such other regulations _ regarding the same as may be deemed necessary. Gm“ com 7. All grants and payments heretofore made firmed by the City Council of the City of Charlottetown are hereby declared to have been within the power and authority of the Council, and are here- by confirmed absolutely, and the City Councillors for the time being are hereby absolutely freed and discharged from all and every liability, personal or otherwise, by reason of their having voted in favor of and authorized or ordered such grant or payment ; and it is hereby declared that the City Council shall in future be authorized to make all like grants and payments as heretofore made, if deemed by the Council to be in the interests of the City so to do. maintain!“ (a) That in any suits or actions at law now gamma ‘" pending in any Court of law or equity, in which the rights'or causes of action have been barred or limited by this Act or any of its provisions, then and in such case, the parties to such suits so prejudiced by this Act shall be entitled to indemnification frothe funds of the City of Charlottetown for all costs and expenses incurred in connection with said suits, and until such costs and expenses to be taxed by the proper officer are paid and satisfied, this Act shall not apply to or prejudice such pending suits; but the total amount of such costs shall not exceed one hundred dollars ($100) which the said Council shall be called upon to pay.
