     Edward VII chapter 17, is hereby amended byed 
     
    

    
     adding thereto the following. 
     
    
   
   
    
     “The want of such indorsation on such lists 
     
     shall not affect the authority of the Collector to 
     
     collect any rates, taxes or assessments, but for 
     
     all and every the purposes of this Act it shall be 
     
     deemed and considered as if the City Clerk had 
     
     duly made such endorsement.” This amend-
