runswick, it was deemed expedient to give the colony a ew name. In 1798 an Act was introduced in and passed y the Local Legislature, which changed the name to Prince dward Island, and received the royal sanction the following ear. The change took effect from the commencement of 800. This name was given as a mark of gratitude to the uke of Kent, father of Queen Victoria, and Commander— n-Chief of the forces of British North America, who took practical interest in the welfare of the Island. Although he reduction of the quit rents failed as an inducement to any of the proprietors to pay what was really due the rovernment, it enabled them more easily to obtain pur- -hasers for their estates, so that from the commutation to he year 1806 nearly a third of the Island was transferred by purchase to persons, many of whom were desirous, by ndustry, to make the venture a profitable one. Notwith- tanding the large reductions made in the arrears of quit cuts by the crown, the landlords seemed in no way desirous f fulfilling their obligations regarding the payment. In 1803 the Island Assembly passed an Act authorizing the stablishment of a Court of Escheat on the Island, with a iew of having the estates of non~paying proprietors everted to the crown. The bill was sent to the Home ‘overnment for approval. There was no session of the ssembly in 1804, and no information was as yet received egarding the fate of the bill. In 1803 the Earl of Selkirk rought out and settled on his property, north and south of oint Prim, eight hundred Highlanders, who, by industry nd perseverance, became comfortable and p1 ospelous farm- rs. With this exceptlon Governor Fanning’s eighteen ears administration. which terminated in 1805, was no ay remarkable for the progress or advancement of the nterests of the Island.

Colonel Joseph F. W. DesBarres' in July, 1805, succeeded overnor Fanning. He was well advanced in life, and was or some time previously Governor of Cap e Breton, when at island was a separate colony.
