for their manufactures, until the opening of the spring, when they will probably re- turn to the Westward. The cases of the families last referred to, or such of them as appplied to me, were such as to appeal in very forcible terms to one’s sympathies; they were not only destitute of food and clothing, but required the intervention of medicine and medical aid to make the former of use. I therefore, after a very mature consideration of all the circumstances, did not consider it right that these poor people should be allowed to perish when it was in my power to provide means to guard against such a calamity; and thus was induced to administer to their relief, thereby exercising a discretion which may reasonably be assumed as attaching to the ap- pointment of Indian Commissioner, until the ultimate design of the Government towards that part ofits population is or shall be carried out. That your Excellency and the other branches of the Legislature will vindicate the course I have adopted, does not admit of a doubt on my mind, nor that the necessary appropriation will be made to provide for the excess of expenditure resulting from the different causes re- ferred to.
