Father Phelan must have been an indefatigable worker for while he was serving the Mission at Iona and doing the work mentioned above, he also built the beautiful Parochial (three story brick) house at Vernon River in 1868 and the magnificent brick Church in Vernon River in 1877. In 1891 he was named full-time Pastor at Iona, remaining there until 1908. He was made Vicar General of the Diocese in 1895, and in 1906, on the occasion of his Golden Jubilee, was honored by Pope Pius X by being named a Domestic Prelate. He retired from active duties in 1908 and moved to a home in Iona. When Father Morrison, pastor at Vernon River , was appointed Bishop of Antigonish in 1912, Monsignor Phelan was named administrator of the Diocese, whereupon he again assumed charge of St . Joachim's Parish, Vernon River . Here he remained until the appointment of Bishop Henry O'Leary to the See of Charlottetown . During the last two years of his life, Monsignor Phelan lived principally at the City Hospital where he died on November 5, 1915 at the age of81. At the time of his death he was the sole survivor of the early Missionaries to this province. His funeral was held_at- St ._Jpachim's Church on November 9, with Pontifical High Mass of Requiem by His Lordship Bishop O'Leary . The eulogy was delivered by Reverend G. J. MacLellan , Rector of University. Burial took place in the adjoining cemetery. 24
