George Dewar : No, 111 admit it wasn't enough but compared with $76.00 a year it was really magnanimous. Honourable Gordon L. Bennett : What year is this might I ask? L. George Dewar : In 1959 they received $860.00 a year. In 1960—this was the government grant to the school boards—this is the amount that it was increased as was done by the Minister that year. Honourable Daniel J. MaeDonald : Is that the year they paid the supplements? L. George Dewar : This is the year that they awarded the increments that I speak of, Mr. Speaker . In 1960 they received a further $276.00 per year. Honourable Gordon L. Bennett : Not according to my records, Sir. L. George Dewar: Well now, these are the records I have, Mr. Speaker. Honourable Gordon L. Bennett : All right you go on. I have records here too. Some Member : Better be correct! L. George Dewar : In 1969 a First "A" Teacher (ten years' experience) re¬ ceived a government grant of $1,776. In 1960 they received $2,126 government grant which increased $860.00. In 1961, well I may have said 1959 that should have been 1960, that was the increase after the election. Honourable Gordon L. Bennett : After the election? L. George Dewar : Yes, after the election that's right. The increase would be in 1960, and in 1961 the increase was $266.00. In 1966 they received an increase of $450.00. Honourable Gordon L. Bennett : You went five years without an increase. Some Member : Terrible! Walter R. Shaw : What was it before 1959? L. George Dewar : In 1967 they received an increase of $75.00, and that is the comparison of the increases that were made over those years. Now we will take a Certificate Four Teacher with ten years' experince. And by the way of course the present government dealt more generously with these teachers this year, I will admit, but I wanted to show by comparison how they were treated in past years. In 1960 they received an increasd grant of $600.00. In 1961 thy received an increase of $1,625.00 in that year. In 1962, the next year, they received an increase of $750.00, and in 1966 they received an increase of $750.00 plus $800.00 if they had specialized training or special education degree. Now the present government has given an increase of $750.00 but they have done away with the $800.00 added grant for teach¬ ers with specialized training so it is actually only $450.00 of an increase. The Minister said he thought the salaries would have to go up to compare with the salaries in the other provinces if we were going to keep our teachers and that is correct. I believe that is an item that must be considered, but we are still a long way from the other provinces. In Nova Scotia , for instance, the grant is $8,960; in this province it is $5,700; in New Brunswick ___ Honourable Gordon L. Bennett : Mr. Speaker , might I ask the member from Second Prince if he is quoting total salaries in both cases, and if he is not, I would ask him to quote total salaries in both cases. Quite a considerable difference. L. George Dewar : Total salaries? Honourable Gordon L. Bennett : Quite a considerable difference between grants and salaries. L. George Dewar : In this case I am speaking about government grants. —104—
