ince, 100% of the labor costs of beautification projects will be paid." Well, you would think by this that the Provincial Government would ay 100% of the cost, but this is not solely right here. There is just a little misprint ere, I would say. I do not think it was put down there to lead people astray, but we must pay 100% of it anyway, no matter what way it is paid. But part of it is paid by the Dominion Government.

“Certifying of designated trades.” This is good. I think this will be legis- lation to certify the trades. Trades are becoming increasingly more in emand on Prince Edward Island every day as it has not been in the past. We must have the trades certified, classified. I think this is one of the good steps forward in Prince Ed- ward Island. I have a couple of trades myself, three to be exact, and I have certificates for them. I think everyone that has a classified trade should have a certificate for their trade, Well yes, you could have one for agriculture. Very easy; probably some of your bo will get one. I do not have any boys to t one, but I think probably quite a few 0 the young people in the years to come will vs a certificate from an Agricul- tural College. I hope they do, and I encourage more of them to do so, because to-day farming is becoming one of the businesses of the age. It is becomin a very highly skilled business because they have to know where to put the money an what to do with it, and how to carry on their trade of farming as well as any other trade.

“Labor Management Relations Council.” I understand that this would be to familiarize the people that are hiring the trades with labour or whatever skill he has. Probably I am wrong in this.

“In co-operation with the Government of Canada, my Government will institute a program of research to be designated P.E.I. Newstart.” When are we going to start? That is all the question I will ask on that.

Some Member: We will hear all about it.

Preston D. MacLure: We will hear all about it, we hope. We hope that we will have a Newstart and a good start.

“Medical Care, Medical Care Act.” Now medical care is a very big undertaking for this Province because we are one of the lowest income Provinces in Canada. We need the Medical Care, but if we can get the money to pay for it, it is a good thing. I hope we will be able to introduce it in the Province in the near future, that we will have Medical Care for all those that need Medical Care, because Medical Care, as all the Doctors know, has become very expensive to-day.

“Division of Laboratories of the Department of Health." This is a service that will be expanded in the Province in the years to come, and it's great effectiveness; it sure will be of great effectiveness, because the Laboratory service in the Province will be increased as it has been in the years past and in the years to come, where people will be handier to those facilities at all times and not have to be travelling away to other Provinces to get the help they need in this direction.

Now, the next is the endeavour to take advantage of the Canada Assistance Act, for our needy citizens. In the Province to-day there are probably not as many needy citizens as there have been in the past, but anyway I feel they will be fully taken care of and some of them will get up to, about $276.00 per month. This will surely be some- thing. My; this is something, I wish I was a few years older.

Some Member: You wish you were needy?

Preston D. MacLure: I am needy enough, but I am not old enough, I guess. Some Member: You are old enough.

Preston D. MacLure: Well, pretty near, eh!

Some Member: Do you have any need coming to you?

Preston D. MacLure: Good, I will be there in the next few days. I see where there have been some Doctors installed to take care of the needs of the Rehabilitation Centre, but this is a project that is well needed in this Province. .

“Financial Assistance for the training of dentists." I think we went through that a short time ago and I think we all know t e need of more dentists and doctors in the
