growth on the Island, and its pollution of water of the beaches and shores. I feel that this could be taken care of in the near future. We hope, anyway that is what it says here, we hope that it goes ahead faster than some of the other things promised from the time of last July. The Water Authority is under good hands, I understand, and this Water Authority will convert the water resources to places where they are needed the most.
Fire Fighting, assistance to rural fire fighting to serve fishing ports. Now, Mr. Speaker, the previous Government has been criticized for the assistance they have given to fire fighting equipment in municipalities and built up areas in the past and this says, rural fire fighting equipment and fishing ports. Now, Mr. Speaker, how is any small community going to build up fire fighting equipment without assistance. This cannot be done in small areas, small municipalities. This step was taken, I under- stand, by the previous Government of a grant for fire fighting equipment in municipal- ities. But under this, it does not say anything about municipalities, it just says rural and fishing ports. This is certainly needed too, but the small municipalities especially, cannot get along without assistance from the Government for fire fighting equipment.
Next, Minister of Welfare, 1 do not think he is in his seat.
Honourable M. Lorne Donnell: Yes.
Preston D. MacLure: Oh yes, there he is ri ht back there, I did not notice him. It says more welfare. Well, probably this is a go thin for those that need it, espec- ially those that need it, but only those who need it. y not give jobs to those who can work and take them off welfare and give welfare only to those that need it? People are far happier working for what they get than with a hand out. Now, I would ask the Government to do everything they can to make jobs for those people. Welfare should be for those that are unable to work at all, and any job and any money received that is worked for is far more appreciated than a give-away progarm.
Old Age Pensions. This has been quite a controversy in the last election cam- paign. Everyone was promised old age pensions and I think nearly everyone received one. I did not get one myself, but I will in a very few years.
Rehabilitation Centre for alcoholism. This is a forward step in the program of treating alcoholics, but I think we should do more and teach the people the harm that alcohol can do. This should be taught in the schools what harm alcohol can do. Once you become an alcoholic, it is uite a roblem for treatment, but this treatment Centre is a thing in its place. e shou d be going farther and teach harm that alcohol

Government su lement to needy widows and their dependent children. This must be carried out. is is one of the welfare subjects that must be carried out be- cause it is very hard for a widow with a young family to bring up children in this day and age because of the great cost of all the services that must be had. Clothes, food, and everything else have gone up in the last few years, so we must have as good a
program as we can provide for the widows and their dependent children.
A school at the Sanatorium for victims of cerebral palsy is really a good step, because we need to help those people that cannot help themselves.
Now, here is another that can be abused, has been abused in the past, and prob- ably will be abused again. We must keep a very tight eye on this; special drugs es- sential to needy individuals. Who is going to decide who is the needy individual, this is a big problem here. Who is going to decide who is a needy individual or whether the essent a] money is gomg somewhere else and not going to where the drugs are needed?
“My Government is now providing more generous assistance to Welfare Agen- cies.” Well, Welfare Agencies are a very worthwhile need in the Province; we must
have them. Then again, we must watch over them very closely to see that the welfare goes where it is needed.
