EJ ., slow down; this is the new course taken by this Government. Slow-down , this is the approach and the Minister of Welfare intro¬ duced a "means-test" for the Department of Welfare. This, I think, is the first step in re-introducing the old Liberal means-test, of taking liens on the peoples property when they have secured assistance from the government. The former legislation did away with that. In this I can see the hand-writing on the wall, the first step in introducing a means-test to reintroduce this type of legis¬ lation. Honourable J. Elmer Blanchard : The Conservatives put the means test in. Leo F. Rossiter : The Conservatives took it out. Honourable J. Elmer Blanchard : Prior to . . . Leo F. Rossiter : And they also took this other business out regarding means on property. "My Government views the problem of pollution," and he goes on to talk about the . . . "a matter of urgent concern to this Province. This problem is being attacked aggressively by my Government, working closely with the industries involved. Financ¬ ial assistance for pollution abatement will be made available by the Develop¬ ment Board, and my Government believes that present projects already initiated or planned will reduce the pollution of the Harbours at Charlottetown and Georgetown , as well as in the Morell River , and the water sources of the Town of Kensington ." And speaking of the Atlantic Development Board, I would like to ask the Premier, who is the Minister that reports to his Cabinet with regard to the Atlantic Development Board? Honourable Alexander B. Campbell : Well, Mr. Speaker , this is not exactly a question period but the Atlantic Development Board has direct communication with my office. Leo F. Rossiter : And you take care of it?
