Now, Mr. Speaker , with regard to co-ordination, I trust the Government has some policy and many projects can now, with the co-ordinator going full steam, I trust he has many projects that the Atlantic Development Board will participate in aa well as ARDA and . . . Rossiter : I venture a guess, Mr. Speaker , that the Atlantic Development Board has very few projects outlined here and when our questions are finally answered we will know and have correspondence tabled with regard to the co-ordinator and his co-ordination efforts with the federal department regards ADA. Assistance under the ADA program, assistance under the Development Program , and the assistance under the ARDA Program , and there is a new one introduced here last night by the name of and . . . Some Member : Introduced two years ago. Leo F. Rossiter : . . . and we would be interested to see the co-ordinators report and requests to Ottawa for assistance. We are looking forward to a great concern as this is to take place in the immediate future. Now, Mr. Speaker , I would like to devote a few minutes to Georgetown pro¬ gram. Some Member : How many hours ? Leo F. Rossiter : First, Mr. Speaker , I would like to take this opportunity, as the Minister of Fisheries hasn't announced it in the House. It was asked on several occasions. People who will be qualified for a licence under the new fisheries regulations that have been announced by the Department of Fisheries at Ottawa. The terms of reference, as set forth by the committee, are as follows, "(1) Persons who are ill, per¬ sons who were ill in 1966, and unable to fish. (2) A widow whose husband fished in 1966, and who inherited the boat and gear on his death. (3) Other heirs who may become owners of boats or gear through the death of a previous owner. (4) Any per¬ son who purchased a boat or gear for lobster fishing prior to the announcement of the license restrictions by the Minister. (6) Any person who sold his old boat prior to the Minister's announcement and is building a new boat for lobster fishing. (6) Persons who are ill this year and unable to fish because of these circumstances. Their last helper or some other person would be considered for the operator's license during the period of illness of the regular operator. (7) Persons whose boats or gear was lost or damaged in 1966, and who did not take out the license as a result. (8) Persons who held an operator's license in District Number Eight last year, and who made plans to operate in District Number Seven this year prior to the Minister's announcement. (9) Persons who moved residence from another fishing district following closing of last season in Prince Edward Island . I trust this will be of information to the honourable members when they go back to their respective constituencies on the weekend and will have some information, as I have been asked many, many times, and up until last week I wasn't able to give them any information, could not obtain any from the Minister of Fisheries here. I was fort¬ unate enough to secure this from the federal department. Honourable Alexander B. Campbell : What do you think of those regulations? Leo F. Rossiter : Oh they are all right; covers it pretty well; you can't open too wide. Referring to Georgetown projects, Mr. Speaker , which I understand has been discussed the odd time in this House several weeks ago. The Opposition has been accused by the government of stalling tactics. Why all this phoney war? The Premier has charged, Mr. Speaker , the Premier has charged us, the Opposition, of using stall¬ ing tactics. This, Mr. Speaker, is ridiculous. Public business is being stalled and major decisions are delayed in an atmosphere of animosity and frustration. There is growing impatience in the province and suspicion that big issues that should be relatively easy to resolve are being clouded and obstructed, caused in large part by political consider¬ ation and your personal battle, Mr. Premier , with Mr. Moe . —818—
