Education, now let us look as that for a moment. Here’s where there was some larceny, larceny of a grand scale practice.

Walter R. Shaw: What does larceny mean? Some Member: That’s a lawyer’s word.

M. Alban Farmer: First of all let us look at our Universities. Our Universi- ties, higher education was supposed to get one point six million dollars. What do they get? They don’t get one point six million dollars at all, they get around $600,000.00.

Honourable T. Earle Hickey: Who said they were supposed to get one point six million?

M. Alban Farmer: I said that because that was the understanding at five dollars per capita, and that is the amount that was put in your settlement with Ottawa, that one point six million dollars.

Honourable T. Earle Hickey: That includes Vocational

M. Alban Farmer: That was for higher education. Honourble T. Earle Hickey: Including Vocational training. M. Alban Farmer: Refers to only as higher education. . . . Honourable T. Earle Hickey: Including Vocational training. M. Alban Farmer: Well, this is an inclusion that you put in. Honourable T. Earle Hickey: Oh no, we didn’t put it in.

M. Alban Farmer: The understanding of the Pearson Government was that it was going to be $15.00 per capita.

Honourable T. Earle Hickey: That’s right.

M. Alban Farmer: That was the undertaking, and that was put in the allow- ance. Now either you people are reneging or he is reneging because we are not, higher education is not, getting the $15.00 per capita. You are taking out approx- imately half that amount, you are giving $775.00 per student. I doubt if that is as much as they got last year. Now when you add it up how much more is it?

Honourable T. Earle Hickey: It’s more. M. Alban Farmer: How much? Not very much.

Honourable T. Earle Hickey: $200,000.00.

M. Alban Farmer: $200,000.00 divide that among two Universities and what do you have?

Honourable T. Earle Hickey: $100,000.00 each.

M. Alhan Farmer: $100,000.00 each, and you know that those Universities requested of you?

Honourable T. Earle Hickey :You bet I do.

M. Alban Farmer: Yes, and they are a long piece away from what you have

givlen them, and I submit that they should have gotten that one point six million 0 ars.

Honourable T. Earle Hickey: You wouldn’t have given it to them.
