Legislative Assembly parking space. This is something new and in addition to that they have to have all the most up-to-date streets and lights. This was never contemplated to be paid oat of real property alone, and real property is not a source of a tax that can be allowed to escalate. I submit that in the settlements that were made there should have been an allowance, a percentage allowed to the City of Charlottetown , and to the other Towns in respect to this, but in addition to that this government should accept its responsibility to pay taxes on its own property. If it does admit that the City of Charlottetown must have its tax from the real property then it should be willing, it should be willing then to also pay its share of those taxes. The former ment, when they got an allowance, they increased the per capita. Always, this mr no increase. But as I say when they denied the City of Charlottetown the right to share in the allowances which they got from Ottawa, and which were contemplated to be allowed when the thing was set up because we took into account the municipal taxes, they should pay taxes on the real property owned by the province in Char¬ lottetown. This property is substantial, it is very substantial. We initiated a study of this to see what is the common way of handling this situation and as I say the Provincial Treasurer has that in his department and he can find out what the re¬ sults of that are if they are completed or if they are not completed, there will be a pattern there which could be followed and I submit that they should have mad* an agreement in lieu of taxes or at least admitted taxation on a scale of some par¬ ticular scope that would take into account the services and the facilities which are provided by the City of Charlottetown . Now I dont find anything in the Budget to cover this item of housing. We had a Resolution adopted yesterday whereby it was proposed the government make some alternative provision for housing, and I don't find any figures in the Budget for this particular purpose. Now I dont know if it is there. I can't find it but if it is there I would be glad to know about it. Honourable Alexander B. Campbell : The Resolution didn't call for the expen¬ diture of any money. M. Alban Fanner : I know you didnt call for it but your Minister that sits along side of you gets up every day and says he is considering something. Now if he is going to consider till next budget day we are not eoing to go very far, and that's why we don't have too much faith in those considerations. They must be backed un with dollars and cents but I dont find anything here, I dont know if it is there. If anybody can enlighten me I will be glad to know it is there, but our housing is one of our most important things and while this has been sufficiently debated I am not going to elaborate on it, I would suggest that when that housing is carried on that it be given some of the enlightened thinkinar that has been pro¬ posed by the member from Third Prince in his Resolution in this House yesterday. There isn't any money, there isnt any money in the Budget. There is one oth*r item that I will touch on briefly and that is a matter I would like to suggest. I dont know what their plans are with regard to how this is going to be done; whether it is going to be multiple units or individual units, but I would like to suggest that we try to avoid the get-alike provision of houses which after a year or two, or three, or four, or five fall into a very disreputable circumstance, and I would suggest that that in any case be avoided. Honourable Alexander B. Campbell : For once we agree. M. Alban Fanner : Teah, but you didnt agree about the money did you? Honourable Alexander B. Campbell : No, Sir! M. Alban Fanner : The government has said it is considering this problem. This problem I submit is sufficiently important to warrant some recognition in this Budget. I submit that this is another proof that this Government is not meeting its responsibilities. Now. Mr. Speaker , in conclusion, I submit that this Government has not met its responsibilities in respect to the financial arrangements for this province. I am wondering, just as I have been wondering since this House started, when we will got the leadership from the Government. We have been dilly-dallying here for orer nine weeks without leadership, going in circles, sitting here waiting for statutes to be brought in, bills to be brought in, and no progress, no head, nor direction.
