As for my own district we are pleased that a new consolidated elementary school is presently under construction at Pinette for the Eldon District and surround— ing area. And that the school in the Vernon River area, the schools in the Vernon River area have been consolidated. \Ve expect a new building will be erected very soon.

Although the Comprehensive Development Plan and the financial assistance from the Fund for Regional Economic Development will involve all aspects of our economy, I hope, Mr. Speaker, it will provide special help for agriculture. Mr. Speaker, agriculture is in a crisis. This is not the only place where the farmers are having problems. Farmers in every part of Canada have had much the same problem and in fact, farmers in every part of the world face similar difficulties. It seems ridiculous that these problems should exist in a world where two-thirds of the people

are hungry. I have every confidence that these problems in agriculture will be solved, but we must get to work at once.

Bargaining seems to be the major problem for farmers. Farmers are producing more economically and more efficiently, but the cost of farming has risen rapidly during the past many years, while the price the farmer receives for his produce has not gone up, in fact, they have gone down. I believe that our farmers will have to organize, join together to demand their rights. “In unity there is strength” and only through united action will our farmers be able to achieve sufficient control over the marketing of their products and get a fair return for their work. We have seen what the Wheat Board has done for the Western farmers and unless we take action, Mr. Speaker, we will not be able to help ourselves. The government can provide help and legislation, but the government cannot organize farmers into types of organiza- tion they need. This will have to be done by the farmers themselves. We are anxious to see the new FRED program get underway; we hope it will get underway soon,

because, Mr. Speaker, unless agriculture gets help soon we will be in even greater difficulty.

We have all had the opportunity to read and study the Acres Report. Per- sonally, I was very disappointed. They did give us some information and statistics and told us a lot of things we already knew, but they really offered very, very few solid recommendations as to what should be done or how it should be done to improve the situation. No doubt it has meant that that Economic Improvement Corporation, which has had the responsibility to prepare the development plan, has had to do a great deal of study and research in order to prepare a plan. I hope that the Gov- ernment will spare no effort to get this work done, to get this program into effect as soon as possible because it is needed to help solve the difficult problems that are now facing our farmers.

I believe it is important that this House be given an opportunity to discuss the Acres report, and I am anxious to hear the views of other honourable members on those reports.

Fisheries, like agriculture, is faced with many changes and advances in catch- ing techniques, processing methods, and new marketing ideas. If our fishing industry is'to survive then we must be doing more study, more research and experimentation in all aspects of the industry. It is encouraging to note that the Government will assist new methods, such as Scottish seining, the harvesting of Irish Moss and herring seining. The Government also plans to continue research With scallops, oysters and trout.

In view of the importance of the oyster industry to this Provmce, I urge the Minister to increase the work and hope he will be able to get the full _co-operation of the Federal Department of Fisheries at Ottawa. I would urge the Minister further to pursue vigorously any program which may protect our oyster-rearing areas, or which may enable the rearing of oysters in conditions which may overcome some of the problems of pollution and siltation.

We must also make every effort to develop new types of fisheries. The suc- cessful start on the catching and processing of the Queen Crab should lead tfi) new sources of income for our fishermen and workers. I hope the Government Wi con-
