\Valter R. Shaw: Oh, yes, oh, well, they’re able to take care of themselves even if there are only 52. Now, I would like to say this that, if it were not for the com— pliments that the framer of this address for the Government paid to the previous Government, this address is possibly the emptiest document ever delivered in this Legislature. It refers to the trips the Ministers made and, of course, we always express our loyalty to Her Majesty, but then they had Centennial Year and they had other meetings at Ottawa and, they only mention two, I think. I think they must have taken about fifty or seventy-five trips since last session. Then the General Assembly of the United Nations has proclaimed the international year for human rights and the recognition of equal and inalienable rights for each citizens of the Province. That is a wonderful thing. I wish they had remembered that in the session of 1967 because I am very much afraid that the inalienable rights of many of the members of this House were not preserved on that level that we would expect. Now, then they go down and they say the Economic Improvement Corporation is going to provide something of great value....I’m just giving a brief comment on this, we are asked for the unanimous support of the members of the Assembly for the con- tinued operation of military operations within the Province. These we have discussed and I would like to say, Mr. Premier, I hope you remember Montague. I believe they’re going to clear out a squadron down there and I don’t see why they should and some of you men over there should remember that. In any event, keep it in mind. Now, what’s this, establishment of Secretariat to further co-operative efforts. I’m going to talk of that at some length later. My Government has extensive studies in the field of education. Oh, that’s an old one and someone else can talk on that one. I suppose my friend here will. The recruitment of new teachers and Sabbatical leave, I thought when I read that perhaps there was a Hebrew here but that is not true. I looked that up in the dictionary and I find now that the Government is going to give rest every seventh year. That’s what they do over in Israel, they let the land rest every seventh year, so you’re going to get the teachers and you’re going to give them a rest every seventh year, and the devoted citizens that have been providing training facilities for physical and mental development. Here’s one up here, \‘0. 11 provides increase in per capita grants for universities which is an old one. [‘he Government does propose to provide increased assistance for reference books. Well, we’ve been doing that for a long time. Then we have the B & B Report which cost six or seven millions of dollars. There is one thing about this government. Mr. Speaker, that I do notice that they always love to deal in tremendously large figures, and it is a strange thing from a government that has just admitted that they have no money to carry on ordinary services, and where at Ottawa they pretty nearly went out through the window the other night in trying to impose a tax for about 475 millions of dollars on the tax-payers of Canada. I would like to see this Government come down to the level of the ordinary man.

“The need for expanding training programs throughout the Province. . Surely that’s not a new one, that is something we started. And, “Amendments to the Ap- prenticeship and Tradesman’s Qualifications Act”. We have been in that field for quite a long time. “A system of steam boiler inspection”. Well, I do not know but steam boilers have been inspected for years. You cannot get insurance on them with- out inspection but if you wish to make it a necessity all right I think it is very good. Possibly that too was started long ago.

“The Government recognizes the value of harmonious Labour Management Re- lations.” We always had most lovely relations with Labour when I was Premier of this Province, I always like to see them coming. It is not a new thing that has Just been found. “The Government recognizes the value of harmonious labour manage- ment.”

“The provisions of the Winter Works Projects.” Winter Works Projects have been going on for years.

“The co-operative housing program has been reactivated.” That’s a good one! We started it and established it in this Province, and my friend from Souris knows they have some nice homes down there. I think that was the first centre in which these co-operative houses were located.
