Wednesday, February 28, 1968 Walter R. Shaw : That's right. Hon . Alex. B. Campbell : This afternoon committing- by contract three thous¬ and dollars, twenty thousand dollars a man for the research. Now, Mr. Speaker , there is much information in those reports and I'm not suggesting for a moment that they've been a waste of money but I am suggesting, Mr. Speaker , that unless this Government is prepared to take some specific action with respect to those re¬ ports, then they will end up on the same shelves collecting the same dust as ail these other reports, studies, and consultants advice that have come to this Province and have come to the former Government over the years and amounts to nothing. That's why, Mr. Speaker , within months of our election as a Government we be- gan to put together a corporation with the capabilities of making proper assess¬ ment of the needs of this Province, of making proper assessment of the advances being made in other Provinces, of making proper analysis of the reports that have been laid down on this Province during the last fifteen years and given to other Provinces as well. This work is now done and time has not been wasted because all this work was an essential preliminary step in developing an overall, compre¬ hensive development for this program for this Province. The Leader of the Op¬ position has charged that Islanders needn't apply, that we have completely ignor¬ ed Islanders. This charge is not true, Mr. Speaker , and I have personally con¬ tacted native sons of this Province now engaged as agriculturists and, unfortunately, with partial success only. I might say, Mr. Speaker , that Dr. Austin Bowman was one of those men and he has returned to the Province. As a result of these efforts he is now engaged in a very valuable program for the Province in the P.E.I. New- start program. We found that other Islanders, other outstanding Islanders, Mr. Speaker , had become committed to universities, had engaged in business enter¬ prises which they could not leave and this was the unfortunate result. We tried as hard as we could. We made personal contacts. We made visits to try and :and Islanders to come back to this Province and engage in the program with very limit¬ ed success unfortunately. We are, however, fortunate in having attracted the men who are now working on the program. I would like to offer to the House the names of these men, the names of other men within Government who have worked on this program for the last eighteen months and I have the qualifications of each of these men outlined here, and I will tell you who they are. Most of them are civil servants but they have worked extra hours and they've put a great deal of planning and work into this enterprise.
