diversified curriculum; the consolidation of the small school districts; larger units of administration and greater inter—provincial co—operation and co-ordination. All very necessary and very desirable objectives, I am sure.

As legislators and administrators I contend that we have to reach not only the student in order to achieve such objectives, but the public as well. The more successfully we can achieve communication with other people the more rapidly will the above mentioned goals be met. This implies, Mr. Speaker, that any bar- riers which exist between individuals, groups, communities, towns, provinces, coun- ties, and races must be broken down. When the future of our young people is at stake we cannot afford to foster or even tolerate petty differences and animosities which exist, and they exist right in this province between individuals and groups. If we fail to stamp these out, I maintain, Mr. Speaker, that we have thrown away the key which is necessary to open the door to educational progress.

In conclusion, Mr. Speaker, I merely say that since a democracy assumes for its effective operation an educated citizenary, its educational system is of para- mount importance. As long as I hold my present office, I shall strive to do every- thing within my power to provide educational opportunities so that every person in this Province can realize his full potential as a human being.

Mr. Speaker, I will say a few words and I will be brief, and I don't think I’ll be able to finish before five-thirty. First of all I’d like to pay tribute to you, Sir, for the very fine and efficient manner in which you occupy the chair. I noticed that the Minister of Education paid a very nice tribute when he hoped you’d be there for many years to come. Now, I express the hope, Mr. Speaker, that you won’t be there very long. Well, we’ll just leave it at that. Now, I would like to congratulate the Mover of the Speech from the Throne and also I would like to take this opportunity, after what I saw in the Guardian this morning, one of our Island boys who has made good away and why shouldn’t he, coming from a family such as the Honourable Member from the Belfast District. I understand why the Premier saw fit to ask the Mover and the Seconder to move the Speech from the Throne because no doubt it must have been a very difficult job. I did it once and the speech that I had to contend with had a lot more in it than there was in this one so, therefore, I’d like again to congratulate the two of them, made a wonder— ful job indeed for what they had to work with.

Now, I see a note here that the Minister of Education spoke about our Centennial year and I would like to take the privilege at the present time to con— gratulate the good people of my own district, Crapaud, First District of Queens for having the most beautiful village in Prince Edward Island. They won the first prize. We were all very pleased indeed. By the way, Mr. Speaker, it was the first incorporated village here in Prince Edward Island. We’re all very proud indeed for that achievement but they all worked very hard indeed. In other words, Mr. Speaker, they all workekd together. The Women’s Institute took the lead and we all fell in line and did our part which is quite appreciated indeed. Now, I don’t know where to start. Where’s the Speech from the Throne? Mine down there? No, I have it. The other one should be there. Where’s the other one? Well, I’ll just_ I’m sorry, Mr. Speaker, I’m all disorganized here now. Now, this is the Speech from the Throne but I couldn’t find very much in it so I brought along the one from last year, to try and help you out. I want to add them both together and refer to them both. I think it’d be very good. Now, I received a letter from our Premier with the request that we study this comprehensive plan which I took the privilege of doing on a great many occasions. I would like more or less to deal with it, especially the agricultural one. You all realize agriculture is not in a very good state at the present time and I would like to read just a short paragraph, Mr. Speaker, about a few words of the Hon. J. J. Greene. Here’s what the Minister of Agriculture had to say, “We are bearing into an era of almost frightful shortages. The world population is growing rapidly and the most important part of this chal-
