Now, Mr. Speaker , as you can see we have called tenders every time there was a real opportunity to get competitive bids. Of the eight million dollars worth of work committed for construction this year $1,600,000 has been negotiated. This means that we have bid prices on 80% of our contract work. The 50/50 cost split on ADB Agreement, which was negotiated by the former administration, was never satisfactory. Because of the high standards to qualify for assistance we could actually save no money on this program. True, we got a better road for our money, but without financial advantage. Early this year the Depart¬ ment began to negotiate with Ottawa for a better deal. I am now happy to report that we have been successful in our efforts. We will now receive 75% from the Federal government. (Applause) Not only on this year's ADB (2) work, but on all 1966 ADB work. (Applause) The cash gain to the province is $320,000 on this renegotiation. In addition to the renegotiation of ADB we have been successful in obtaining further assistance in bringing our main trunk roads up to all-weather standards. The new program ADB(3) will cost $3,300,000.00, 75% paid by Canada . Another feature of the ADB(3) Agreement is the inclusion of several im¬ portant bridges. These will now be shared to the extent of 75% by Canada , instead of being entirely a provincial expense. The following sections of our main highway system will come under improve¬ ment under ADB (3). (1) Poole's Corner — Georgetown and Montague. Tenders have been called and awarded. (2) Travellers Rest to Kensington , same thing. (3) Charlottetown to Winslow, tenders called and awarded. (4) Section of the road Kensington to Winslow. (5) Sections of the road Charlottetown to Morell . (6) Day's Corner to Richmond . (7) Anderson's Bridge. (8) Bridge. (9) Bridge. (10) Bridge. Hon . Robert E. Campbell : You are a great man, boy. Hon . George J. Ferguson : On August 31st, 1967, Mr. Speaker , the gov¬ ernment announced new rates for trucking in this province, effective September the first last, on all future Government tenders called by the Department of Highways. This decision had not been reached until after I had contacted all other provinces in Canada in regard to the other provincial rates paid to truckers, as well as to the maximum weights allowed per axle. In brief, the new policy gives truckers an increase on both the yard - mile basis and on the tonnage basis when hauling distances of more than one mile, and for drivers of dump trucks registered for 18,000 lbs. minimum to maximum allow¬ able, a 75% increase when working on the hourly rate. This new policy now brings the rates paid in Prince Edward Island up to a par as paid by all other provinces in Canada . There will be a tolerance of 5% on the maximum allowable on a single axle of 18,000 lbs., On the tandem axle there will be a tolerance of 5% on the maximum allowable on the 32,000 lb. axle. —109—
