M. Alban Farmer: Oh, that is an agreement, that’s an agreement. Hon. Gordon L. Bennett: It is not an agreement.
Hon. J. Elmer Blanchard: It is on the agenda.
M. Alban Farmer: I know but that is under the agreement. You didn’t do anything about increasing the per capita grant. I submit that you are not too
late yet and you should still make a substantial amount of money available to the City of Charlottetown, because this . . . .
Hon. M. Lorne Bonnell: You were too late in December, we are not too late in March?
M. Alban Farmer: They came in in December, I think it was December, I am not going to . . . .
Hon. M. Lorne Bonnell: You had your budget made up.
M. Alban Farmer: Yes, we had our budget made up, we had the budget prac- tically all completed at that time.
Hon. M. Lorne Bonnell: That was a good one too.
M. Alban Farmer: Yes, it was a very good one, because it showed a million and a quarter surplus. (Applause)

M. Alban Farmer: You have your own man, you have your own man condemn- ing you, the man that you hired as legal counsel, and the man gets up and says . . . .
(Applause) L. George Dewar: What did Councillor Zakem say?
M. Alban Farmer: Yes, what did Councillor Zakem say? What does he say? He’s another who will probably not be the supporter any longer of my two friends across the way here. Now before We leave this matter: will you reconsider the position and try and do something about it?
Now with regard to the Department of Justice. Now there have been many complaints about the administration of justice in this Province. There have been unfortunately, a great number of fatalities in this Province. People who died of misadventure through violent deaths. People are not satisfied with the investiga- tions that have taken place in respect of those deaths.
Hon. M. Lorne Bonnell: Are you blaming the RCMP?
M. Alban Farmer: Pardon me? Hon. M. Lorne Bonnell: Are you condemning the RCMP?
M. Alban Farmer: No, I am not condemning, I am just telling you what people
are saying about the administration of justice. You can condemn the RCIMP if you wish.
Hon. M. Lorne Bonnell: No, no.
M. Alban Farmer: Well, I mean you are the one who said “condemn them," so you go ahead and condemn them.
Now there is a principle involved, which you probably all have heard. Justice not only must be done, but seen to be done, and in this Province justice is not seen to be done. There are families of which a member may have lost his life that are very dissatisfied, more than one, with the administration of an investigation and the administration of justice in general. And I submit that Mr. Campbell should either get out of the Attorney-General’s Department or get going on some of these things that are very important. Justice is one thing in human affairs that should
