Legislative Assembly had them in the past come here and they made a very fine contribution but they're not coming any more, I notice. I understand that of all of the immigrants coming from Europe that had intended to farm last year, coming to the port of Halifax, two of them came to Prince Edward Island . Those are people making their living in just as a competitive area from the place they come from as the farmer is here today but they're better serviced and they're better organized and they don't want tn come here, possibly, but this is the only place where land is available to them in Canada . The land isn't available to them over there and, therefore, they must come over here. We want more people on Prince Edward Island and more farmers and less talk and more action. This is my belief. Our position as agriculturists, we must decide what it is, and we must decide pretty soon what contribution it plays in our economic role of survival. Now, I'm sorry that there aren't more in the House because I have a matter to bring up which is possibly the reason for my having been on my feet this after¬ noon and the matter is simply this. It's apparent to my knowledge, it's a photostatic copy of something in the Star Weekly under the heading of a writer by the name of Harry Bruce , Now, Mr. Speaker , perhaps some of you haven't seen this. Perhaps it would be better if many of you hadn't seen it when you did because, Mr. Speaker , I happen to know that the Star Weekly, to my knowledge, is made up two or three months before it's circulation to the public. I also am aware of the fact that copies, such as this, were distributed to Members of this Legislature prior to its release on the street by a Member of Government and an Executive Assistant to the Premier . And , therefore, on this measure and many other measures of its like I hold this par¬ ticular Cabinet of Government responsible. Now, it's not in anger, it's with par¬ ticular sadness in my heart, not anger, when I say those things because it's gen¬ erally directed, more than just this, at a particularly good friend of mine, a colleague, a man that's known in his District to be a good man. (Applause) I feel the people of this Province should be made aware of some of the things that go on in this Legislature. Hon . Alex R. Campbell : I wonder if the Honorable Member would permit a question? J. Walter Dingwell : Mr. Speaker , may I develop my thinking along that line just a little more? And I will say this in the way of a bit of advice to a younger man and a little lesson in, possibly, courtesy, when I rose in my place the other day to ask a question to the Premier he said, "When I'm through" and when the Leader of the Opposition stood up he averted his face and I don't think he's got glaucoma but I certainly will permit a question from him. (Applause) Hon . Alex B. Campbell : Mr. Speaker , I'm wondering if the Honorable Member is imputing any authorship to the Members of the Cabinet. This is a magazine that's available to the people of Canada and it's written by the article writers of the Star Weekly. We assume no responsibility for the content of that publication. M. Alban Farmer : Who gave him the information? Thomas A. Curran : Could be a ghost writer. Hon . Alex B. Campbell : We didn't give them any information. Mr. Speaker , I have never met Mr. Bruce , but I know that he certainly met the Leader of the Opposition in his suite at the Charlottetown Hotel. (Applause) J. Walter Dingwell : I am imputing no motives to anyone in the Cabinet, Sir, but I'm just saying this: I'm holding you all responsible because of the fact one of your Cabinet Ministers and your Executive Assistants distributed certain copies of this and if you do not take any responsibility for those people, who does? Hon . Alex B. Campbell : Mr. Speaker , I certainly take the responsibility for whatever reason for any distribution that has taken place but I won't take any responsibility for distribution that the paper boys make to the people of this Province of this article, and I see nothing wrong with a photostatic copy of a page ut of the Star Weekly. J. Walter Dingwell : Before it reaches the street? Now, I'd like to develop my think¬ ing along this line, Sir, and I think it's a dangerous philosophy that we're getting into public life in this Province and I stand not under any legislative immunity for —228—
