the services of writing the Minister of Industry’s speeches last year and this year, which appears to be the way that it’s hidden at the present time. Now, it appears that the pupil of Cicero has acquired a lot of knowledge of Cicero within the last year or so. The last fifty years he’s been mostly hanging up around Hughes Corner laying up against the light post looking for votes. (Laughter) Which he was suc- cessful in getting for the nomination but unsuccessful in getting elected. Now, we’ll get on with the task of, get back to the Throne Speech.

Hon. Alex B. Campbell: You’re not going to claim that as your speech, I hope.

Leo F. Rossiter: Now, we’ll get back, since the Minister of Fisheries didn’t put forth any ideas this afternoon only read the speech that it appears was prepared by Mr. Sigsworth and, of course, Mr. Sigsworth doesn’t know anything about fisheries and it also appears to everybody on this side of the House that he is running the Dept. of Fisheries. There is no one silly enough on that side of the House. only the Minis ter of Fisheries, to read such a speech. Now, Mr. Speaker, to get on with the Throne

Speech. (Unknown Voices): Hear, hear (Applause) Hon. Alex B. Campbell: I knew we were going to get around to it.

Leo F. Rossiter: It’s a very moving document. There’s no question about that. Yet, I think so. Now, Paragraph 5. My Ministers report that the Economic Im— provement Corporation has been actively engaged in the preparatory work for a comprehensive economic development plan.” (Applause) Very fine words indeed. How- ever, they don’t mean very much. We have been told by the Premier that we are not going to have an opportunity to discuss any of this proposed plan on the floor of this House and, Mr. Speaker, I don’t think this is proper. I think the Government should at least bring in an interim report to this House and have it discussed. I’m not doubting the Governments word, the suggestion that the plan is not ready. It is. I understand about half way. or a little better, through and to be presented some time in the early fall to the Federal Government for their consideration but the high- -handed methods with which the Premier is dealing with this Economic Improvement document in not presenting it to this house is something that we on this side of the House are very much disturbed about. We are elected Members of the people of this Province and we are entitled to know what is going on in Government as well as any plan that may be put forth to the Federal Government for an overall development plan in this Province and I think each and every member in this House believes that but for some reason or another the Premier has said that he is not, does not intend under any conditions to bring forth any part of this plan at this session. I’ll have

have more to say about that later.

We also see here in Paragraph 8, My Government has continued extensive studies in the field of education and much progress has been achieved in the re- vision of the School Act, and in developing a master plan for the provision of edu- cational facilities and the financing and administration. Now. Mr. Speaker, as you well know back in 1966, in this famous Liberal platform of that date, they promised school tax relief. Now, Mr. Speaker, I would like to ask the Minister of Education when he expects to give the farmers and the people of this Province school tax relief? Mr. Speaker, I submit that the Government and the Liberal party at the time they wrote this document and they presented it to the people of this Province had no notion of giving the people of this Province any tax relief. They still have no notion of giving the tax relief, and therefore, deliberately misled the people of this Province. You should keep your part of the bargain as one of the other Hon- orable Members said. You asked the people to vote for you, they did. Now, what are you doing? Your welshing on your bargain. You haven’t implemented school tax relief. You haven’t drawn a new school act which was in last year’s Speech from the Throne either. You haven’t done either and this is just another indication that this gentleman has no intention of keeping his promises to the people who put their faith in them and voted for them in 1966. There’s another promise that they made, modern housing program, crash program for Senior Citizens Homes. They haven’t done any senior citizens homes since then. They built some chronic care homes. They may have built one or so senior citizens homes.
